I don't think any have. Some cities and counties have done so, and at least one state (Oregon) is considering it. By the way, you'll probably have better luck finding out if you don't search for "polythene", since that term is essentially never used in the US... we use polyethylene, and most of us had no idea what that Beatles song was talking about.
