Honestly, I am going to say you can't find a Ditto in Sinnoh naturally. You have to use PokeRadar or migrate it. If you use PokeRadar, you go to Route 218, east of Canalave.

It's easiest just to use your pokeradar. It isn't too rare

In Pokemon Diamond you must go outside Canalave and use the Poke Radar and you can find one. It is uncatchable in Pokemon Pearl, and Platinum. I'm not sure for Ruby, Sapphire, and Emerald.
