No , he did not but he did declare in 2011 that Israel should return to borders before the 1967 Arab-Israeli war when Israel is next to many hostile Muslim nations some of which want Israel to be annihilated. Israeli Prime Minister Benjamin Netanyahu should reply to Obama's declaration by asking him to do what he preaches by resetting the borders of the USA to those on July 4, 1776 and let Obama show how returning over 90 % of the land in present day USA to the American Indians can be done. Since Israel is not an American state, the Obama administration can't TELL Israel to do anything. It is very unlikely that any American president will ask Israel to give it's capital to another nation (the Muslims are not a nation of course, it's a religion. I assume you meant the Palestinians). it is possible to ask Israel to share Jerusalem with the future Palestinian state, or rather, to divide it.
