The 8th Gym Leader is Giovani (sp?) a.k.a. the leader of Team Rocket. He lives in Viridian City. You have to beat Team Rocket in every place they are (the Pokemon tower, silph co., game corner) and then of course battle the 7th leader/the fire leader (haha forgot his name). The gym in Viridian City then should be unlocked and you can go inside.
