Before 1898, New York City consisted mostly of just Manhattan. Brooklyn is the only one of the other four boroughs that was its own city before becoming a borough of New York City. The other three were counties: Queens was Queens County, Staten Island was Richmond County, and The Bronx was part of New York County. In fact, the borough of Staten Island was called the borough of Richmond until 1975.

The Bronx ceased to be part of New York County, and became coextensive with the new Bronx County, in 1914. So today, each of the five boroughs is also a county in state government: Manhattan is New York County, Brooklyn is Kings County, The Bronx is Bronx County, Queens is still Queens County, and Staten Island is still Richmond County.
