The painting hanging in the Inspector's house in the Country Side is covering up the stolen masterpiece The Scream. Unfortunately, you get caught after discovering this.
If you have the key from the Curator, there is only one place to use it. The artist is giving you a clue to where you might find the stolen painting when you enter the Inspector's house in the Country Side.

Go back to Counterfeit Island and use it to open the Inspector's house in the Country Side. On the way, the street artist gives you a clue as to what to look for in the house.
The key to the investigator's chest on Counterfeit Island is hidden in the bushes to the right of the cottage. You need to use a stick to reach it and then unlock the investigator's chest to get the next clue.
The one that is right there Downtown. Show the photo to the mimes for the clue first.
She is nowhere to be found. However, if you return to the museum after chasing the thief, you may get another clue.

After the painting is stolen, that is what you have to find out. You need the timecard from the security guard (who is now in the Clown Store), and the security videos of the museum Security Office. Once you have a photo of the thief, show it to the mimes in Downtown, who will give you the clue to find and chase the crook.
The only people who saw the art thief are the mimes. They pantomime "music" to give you a clue to where he is. (If you look there first, he's not there, but after they tell you, he is.)
Inside the Inspector's HouseYou are looking for clues to "The Scream," the stolen painting. The artist on Main Street should have told you that the Chief Inspector bought a painting from him without a frame. The Inspector's painting is the clue. Go to the second floor and peel back the edge of the painting there.
You encounter him at the end of the Underground Tunnel Tour. He tells you to get the museum job. When you get it, and return after dark, he sends you to protect the famous painting from being stolen. (This does not work out so well.) Later, you discover that you were set up, and he is the one who stole the painting. You can locate him with the guard's timecard from the Clown Store, and the Security Room videos. You will find a clue to his whereabouts if you show his photo to the mimes, who pantomime "musical instruments".
Using the guard's timecard, you can find the theft on the security videos in the museum's Security Room. Show his photo around and the mimes at Downtown may give you a musical clue.
