The Library of Congress was established in 1800 and was significantly influenced by Thomas Jefferson, a noted bibliophile. After the British burned the original library during the War of 1812, Jefferson sold his extensive personal library to the government, which formed the basis of the new collection. His vision for a comprehensive library was pivotal in shaping the Library of Congress into a national resource.
The Library of Congress has the largest collection in the world, with over 155.3 million items.

Thomas Jefferson sold his personal library to the U.S. Congress for $23,950 in 1815 to replace the collection at the Library of Congress after the library was burned down by the British in 1814.

In 1814 the Library of Congress suffered it's first fire, as a result of the Burning of Washington. It was after this that Thomas Jefferson offered to donate his own private collection.
In 1815, in response to the loss of the Library of Congress by fire during the War of 1812, Thomas Jefferson sold the Library of Congress his personal collection for the sum of $23,950. When adjusted for inflation this sale hardly merits it being called a donation and it was nearly market value for the Jefferson's Collection.
The President does not enact any collection of taxes. Taxes are set forth by Congress and Congress first began sales taxes after the War of 1812.
