There are what appears to be four different tones of yellow used in the Prime Minister's residence in the film Love, Actually. Only two of them seem to be paint; the others are wallpapers. The Benjamin Moore Paints color gallery (see related link below) has these names for two shades used in different areas in 10 Downing Street:
The golden mustard shade on the wall below the chair rail in the entrance foyer where the introductions to the house staff were made could be #371 - Bright Gold.
The soft butter yellow that is throughout the building, like at the staircase, could be #351 - Falling Star or #2025-60 - Lemon Glow.
Other areas have what appears to be a two-toned vertical striped wall paper, but it could be the above soft butter shade alternating with that of a deeper shade.
There is also a deep golden brocade patterned wallpaper in the living room where David reads his Christmas cards.
