It shows the levels of acid in the water which around 5.6 to 7, it is neutral, and the hydrogen ions levels are significantly high enough to start damaging a significant amount of the dye molecules turning the blue lithium paper to red.

To put it semi-simply, a solution containing salt (see *Note below), will not change the color of 'blue' or 'red' litmus paper. The reactions to litmus paper, either blue or red, depends on the pH of the substance. *pH is the measurement of hydrogen ions in a solution. *pH means 'potential of Hydrogen(H+).

-A pH of less than 7.0, is considered an 'acidic' solution as the solution is rich in hydrogen ions; 7 or greater, the solution is considered 'alkaline' or 'base' and iis low in hydrogen ions.
