Yes, of course they can. The redhead gene (or any other gene for that matter) can skip generations. Two people with naturally blonde hair can have a child with brown hair, you cant say what colour hair a child will have just based on what colour it's parents hair is alone.

hair, the kind of swimming apparel.
No, they are two different girls... Lady Gaga has the same colour hair but That's about it.
Dying hair when using two completely different colours is never easy. Some times when people do dye their hair such drastic colours (though it doesn't seem that way) end up with a completely different hair colour to the one they wanted. To dye your hair a light colour such as black to blonde bleach is used because you have to strip the hair colour etc. The best thing you can do to make sure your hair stays in good quality and doesn't get ruined is to consult your hair dresser they will be able to tell you everything you need to know to get the hair colour you want and its the safest option. Its always better to be safe than sorry.
I used the l'oreal semi-permeant hair dye I had blonde hair and dyed it dark brown it came out looking black but a after two washes it went the brown colour on the box and it's been 2 months now and it was a 28wash out one and it's still pretty dark and I have been using antidandruff shampoo (which is ment to take hair colour out) I'm pretty impressed with how long it's lasted and after two months of it I'm starting to get bored of it and want my natural colour back but I just can't seem to get the colour out -.- so I recommend the l'oreal casting cream semi-permeant hair dye hope this helped :)
It depends on the color of your hair, skin, eyes, etc. It's usually best to stick within one or two shades of your natural hair color, or of the color your hair is dyed to.
