The system information utility
To use System Information, in the Run dialog box, type Msinfo32 and press Enter.
A command is something that's built-in to the kernel, where as the utility is something that runs on top of the kernel. Example of utilities are: fdisk, copy, edit, etc.

System Information Utility. The System Information tool is a utility that displays information that is specific to your computer. It displays the Product Name and Product Number which you will need to download drivers or software. It lists some of the hardware specifications for the computer, such as processor type and processor speed and amount of RAM.
There are several commands depending on how much detail you want, and whether or not a certain package is installed on the system. The command 'who', 'w', 'users' will give varying degrees of information on who is logged in. The 'finger' command will also give some information but only if the finger software is installed.
Device Manager
FORMAT is a Microsoft command-line utility that is used for disk formatting. The function of the command prompt is to format a partition of the file system.
You can enter Msinfo32.exe in the run dialog.
