You can not convert a FAT 32 drive to NTFS in windows 98 because windows 98 does not support it. You can however mount an existing NTFS drive in windows 98 using a driver from www.winternals.com
Because to convert a drive, you must a working partition, like Fat32, RAW however is a dead partition, messes up the sectors which converting cannot reverse.
you can use the command 'format f:' or if you want to format it to something different e.g. FAT32 you need to put the command 'format f: /fs:fat32'
