IMO, the word "own" is the same as "thy" as in "Thou shalt not covet 'thy' neighbours wife". IMO, the word 'thy' here means their own tribesmen and in this particular case, the tribe of Israel. If The commandment is simply "Thou shalt not covet" then in my opinion, this is more universal. Because in some verses in the Bible, the Israelites not only coveted but actually took other tribesmen's wives (king David and Bathsheba) , and not only coveted, but plundered other tribesmen's goods. Numbers 31:1-54
