The Combine are a mysterious bunch, not much is hinted at in the game. The soldiers no doubt work for the Advisors (Shu'ulathoi) but it is unknown who commands the Advisors. There could be some big Avisor boss dude like the Nihilanth from Half Life 1. Or perhaps another species controls them. Lets hope HL2 EP3 tells us more about them (if it is ever released).

If you are running on Windows Vista or higher, please run the program as an administrator. Also, make sure you are launching the game through Steam, nothing else will work! If none of these work, I highly recommend you uninstall, redownload, and reinstall the program through Steam instead of fiddling around with the settings and messing up your whole Steam Engine.

Try reinstalling the game, especially TF2 since it is the game containing that file. HL2.exe happens to be the main executable of the game. In other words, it's a necessity.
