The Dreamcast was created by Sega. It was their final home video game console and was released in Japan on November 27, 1998, and in North America on September 9, 1999.
There are no dreamcast emulators that will run dreamcast ROMs. The dreamcast is cd-based, so you can either download an emulator like Chankast, and use actual dreamcast CDs (you can get them for a couple of dollars/pounds) or download dreamcast ISOs

There are lot of rumors for 2012 or 2013 release date. I'm sure if there's a community of people desiring it, then Sega will resurrect the Dreamcast. If Sega releases Shenmue 3, on the Xbox 360/PS3 or XBLA/PSN, I believe there will not be a Dreamcast 2 anytime soon. The Dreamcast cannot emulate itself, however, it is possible to obtain a Dreamcast emulator for a PC. Various emulators, such as Chankast Alpha, exist.
No a Dreamcast game will not play on your computer but just putting the disc in there. You would have to play a dreamcast game on a dreamcast system.
There were no first-party wireless controllers made for the Dreamcast. There are some third-party controllers of questionable reliability that occasionally show up on eBay.
