r-717 is refrigerant used here but not always. And a cascade system is most likely used to keep the coefficient of performance hi and compressor life long.
Cascade system simply means the very low low density gas coming from the low-side of the evaporator goes into a high volume compression system first then into another lower volume compressor keeping both within a reasonable coefficient of performance and temperature operating level.
Much like a turbo charger on a automobile if you will imagine that.

There really is no minimum, a compressor will run whenever it is told to. Though operating an air cooled machine in temps below 55 or so invites problems.
If the temperature is below freezing outside, there is no need to run the air conditioning. The heater does not use the same set up as the air conditioning. This may be a built in feature of the car so the compressor does not completely freeze up. As air conditioning is running, freon passes through the compressor, making it quite cold internally.

Looking at the front of the engine, on the left hand side at the top is the power steering pump. Directly below that is the alternator and directly below the alternator is the compressor. AEasiest to get to from below.
