It is not impossible. The conditions must be very favorable.
On the planet Earth, about 30 miles in day time due to plant curvature; light from explosion - about 100 miles at night if atmospheric conditions are favorable.
Tornadoes form from thunderstorms, which are fueled by warm, moist air. Such warm, moist conditions occur most often during the summer. Tornadoes themselves are more common in the spring, when upper-level winds are more favorable for them to form.
To a limited degree, yes. There are two main levels. The first level looks at general conditions and determines if a general area (such as a few states) is at risk of experiencing tornadoes in the next few hours or days. If conditions are right for tornadoes, then this will be mentioned in a weather outlook. If conditions look favorable enough a few hours in advance, a tornado watch may be issued The second level looks for strong rotation in thunderstorms which can produce a tornado in a matter of minutes. In this case a tornado warning is issued for areas in the path of the storm.
This is my personal theory only. A tornado develops during a thunderstorm as part of the thunderstorms. It is a spinning warm updraft starting from the ground and reaching toward the cloud. The condensation you see is at the top of the funnel; forming when the spinning updraft begins to cool, and giving the appearance of the funnel dropping DOWN. As the tornado progresses it lifts up dirt and debris into the air giving it a darker appearance like the "black cloud" often seen in the movies. Eventually the tornado collapses as it becomes clogged with air, roping out and finally dissipating, unless conditions remain favorable for the development of a subsequent tornado. Hope this helps.

Conditions are favorable for a successful launch; start the sequence. The critics gave our film a favorable review!
Earth comprises of atmosphere. Air and water provides favorable conditions.
It is called in favorable conditions Germination and is unfavorable Dormant
A 5% risk area for tornadoes suggests an environment fairly favorable for tornado development, enough to warrant a slight risk outlook. Such conditions are sometimes favorable enough to warrant a tornado watch.
warm moist conditions 80 degrees is favorable
Fungi disperse spores to new places where conditions are favorable for growth. This dispersal is accomplished by either animals or wind.
