Israel has never used nuclear weapons, so there is nothing to condemn. The question confuses two different facts: (1) Israel has nuclear weapons, and (2) Israel has had military interactions with its Arab Neighbors including the Palestinians. However, Israel's conflicts have used entirely conventional weaponry. The United States is the only country to date that has used nuclear weaponry in warfare. It is also unlikely that Pope Francis will take an active role in the Israeli-Palestinian Conflict as he is sure to alienate a large number of Jews or Muslims regardless of what position he takes.
The question is peculiarly constructed. Where Israel "is the enemy" of another country, the reason is that the people or power structure of that country have decided that Israel is their enemy. And the reason for THAT, at least in the case of Israel's 'neighbors', is that they have never come to peace with the concept of a Jewish country in their neighborhood, and have set their mind to eliminating it.

The Arab armies' inability to eliminate Israel resulted in following wars with a renewed attempt to remove Israel, all of which were unsuccessful.
