The software is the actual set of instructions that tell a piece of hardware to carry out a certain task or set of instructions. Software uses hardware for four basic functions: input, output, processing & storage. A computer user interacts in a manner in which the user & computer software itself can understand (user-friendly). However, the software must then convert these instructions into a language the hardware can understand. In computer terms, the hardware is directed instructions by a simple "yes" or "no", which the computer interprets as "on" & "off". This technology was introduced in the 1940's by a man named John Atanasoff after countless unsuccessful attempts of trying to come up with a system. This technology of storing & reading two states of data is what's known as "Binary". All processing of data, storage, etc, in a computer are in binary form until it's finally seen to the user as "Output". Binary consists of 1's & 0's. 1 representing an "on" state or "yes", while 0 represents a the "off" state or "no". For example, a user sits down at his computer in a program such as notepad. He/she then types their name, such as "John". The keyboard takes this input and sends it to the memory & CPU for processing (all processing is done in binary form), then finally the binary code is converted into characters we as computer users can understand and is then displayed on our screen as "John".
Based on the clause "that tell the computer how to operate, this question seems to be fishing for the answer "Operating System."
However, Operating systems should not be described a "step-by-step." That is misleading. Batch programing, is a script of commands to be executed by the computer's command interpreter, in a step-by-step way. This is very different from the object oriented operating systems used to control a computer's general operation.

Probably because the computer settings are that way, but it could be automatic detection. That happened to me when I traveled to Israel once. Suddenly I was trying to set my browser back to English because the default there is different. If you go back into your computer settings and tell it where you are, that should solve the problem.
