The Federation consisted of ten territories, Antigua and Barbuda, Barbados, Dominica, Grenada, Jamaica, Montserrat, the then St Kitts-Nevis-Anguilla, Saint Lucia, St Vincent and Trinidad and Tobago. One of the several issues that could not be resolved and led to the dissolution of the organization was the location to be designated as the organization headquarters.
