If everything is right internally then the distributor does. Rotating the distributor adjusts the exact time the spark plug fires.

BUT

There is a timing chain and timing marks on the crankshaft and the cam shaft. Then there is an electrical advance from the computer and the internal ignition module and pickup coil inside the distributor. Together these all can effect the timing.
