As soon as he was able to issue the Emancipation Proclamation, Britain would have so stay out of it, for fear of looking pro-slavery.
The narrow Union victory at Antietam Creek, Maryland gave Lincoln the opportunity to issue his Emancipation Proclamation. With the victory it would not appear to the public to be a desperate war measure to stave of defeat by making the war a moral crusade. Lincoln had already written the draft of the proclamation some months before and he did not need "convincing" that it was the right thing to do.

The unexpected Northern victory over Lee at Antietam (Sept. '62) gave Lincoln the credibility to 'proclaim' the freedom of Southern slaves, at a time when he had no means of enforcing this. His purpose had less to do with ending slavery, and more to do with giving the demoralised North a more emotive cause to fight for, and perhaps more urgently, making it impossible for Britain and France to help the Confederates without looking pro-slavery.
He ended slavery to gain the support of the anti-slavery people in America. which in turn would help him win the war. And why is was slow because it took long time for people to except the rule.

More people, more industry, a navy, President Abraham Lincoln had greater power than President Jefferson Davis. Also the North was fighting to end slavery once and for all. The South was fighting to preserve slavery. England and France, (which had outlawed slavery a long time before the USA Civil War) were never going to help the South win the war to preserve slavery.

Abe Lincoln was in office at the time, and he was anti- slavery. It was the country fighting amongst itself, and it was devastating. Most destruction occured in the south.
