Yes, of course they are insulated. If they were not the signals would short out and be unusable. If electric power cords were not insulated they would short out and blow the breaker (or worse start a fire)!

Your 42 inch tv will power up but no picture or sound?

If you have cable TV or satellite TV, make sure the cord from the cable or satellite box is connected and turned on and the cords are not loose. Also check the connection from the box to the television. You may also need to have your television on the correct channel or input in order to view programming.

If there are not enough power cords from a power supply what can you purchase that can add an additional power cord?

It depends on what cords your need. Certain power cords can be split with a female/ 2 male adapter that you could find at Tigerdirect.com or Newegg.com, wherever you shop. You can split molex and sata power cords for sure, i know that, but for anything else, just give a look for PSU splitters in one of those shops.

Do you need a HD tv for a PS3?

No, you do not. The PlayStation 3 comes with an A/V cable (the cable that has the red, yellow, and white cords) which hooks up perfect to a TV with those slots, HDTV or not. You can buy, however, cords that are HDTV compatible only, with an HD picture (as A/V cables do not support HD).
