If by "tested" you mean tested on animals...well, just about every synthetic ingredient available to the cosmetics chemist has been tested on animals at some point in the past.

This is the thing about continued animal testing: It did serve a valid purpose--since they started doing it, we really haven't had a recurrence of the "Lash-Lure" crisis that brought on animal testing in the first place. (For those who are new: Lash-Lure was a permanent mascara introduced in the 1930s to make women's eyelashes dark and attractive without the need to apply mascara every day. It was an industrial fabric dye that was completely capable of dissolving your eyes, and did to many of this product's victims. When the Pure Food and Drug Act was amended to include cosmetics, the first thing the government did under its new authority was to go from warehouse to salon to store confiscating all the Lash-Lure they could find.) But today? We are treated to new and more alluring shades of cosmetics on almost a daily basis, but makeup is makeup: the ingredients and techniques used to make eye shadow are the same no matter whose name is on the package. Lipsticks are pretty much the same no matter who makes them. We know the ingredients used to make the cosmetics of today are safe, so there's no need to do any more animal testing.

I have random skin allergies to certain eye shadows and powders. Any hypoallergenic cosmetic suggestions to try?

On the high end I would go with Clinique, it is 100% allergy tested. Fragrance free. Their products and ingredients are not tested on animals. For the drug store market I would go with Physicians Formula which is also hypoallergenic.

What are Cosmetic ingredients?

While there is assurance from the largest cosmetic companies that ingredients have passed quality tests and official regulations, and are therefore generally safe to use, there is a growing preference for cosmetics that are without any "synthetic" ingredients, especially those derived from petroleum. Once a niche market, handmade and certified organic products are becoming more mainstream. Ingredients' listings in cosmetics are highly regulated in many countries. The testing of cosmetic products on animals is a subject of some controversy. It is now illegal in the United Kingdom, the Netherlands, and Belgium, and a ban across the European Union is due to come into effect in 2009.
