Poor lubrication, improper bolt alignment, improper bolt, manufacturing flaw.. could be a number of things, and you really need to take it to a gunsmith so they can give a hands-on assessment of what the problem is.

How do you make a bravo bv7 airsoft sniper rifle fire?

This is a bolt action rifle, meaning you need to pull the bolt back for every shot. The bolt handle should be on the right side of the gun, push it up until it wont go any higher and then pull it back towards you until it wont go any further (note: the bolt pull on this gun is kind of stiff). Then simply push the bolt back forward to it's original position and push it down again. Check to make sure the safety is not on and pull the trigger.
