You need to check the wiring for power to the bulbs.
It is a three wire switch on the driver side of the transmission.
I had the same problem with my 1997 Grand Cherokee and it was the dash mounted automatic light switch. The problem was also solved by turning the headlamps on manually.
The interior light switch is on or a door switch is bad.

I have a 99 Grand Cherokee and the driving lights are turned on by pulling on the button located at the top of the head light switch on the left side of the column, Note that the driving lights will only work with the low beams and will turn off when you switch to high beams. If you search the net you can find a way to have the driving lights and high beams on at the same time, this usually involves modifying a relay under the hood.
The fog lamps are activated on a 2000 Grand Cherokee via the headlight switch. Pull the END of the lever OUT.

if it is a jeep Cherokee it needs a neutral safety switch mounted on the passenger side of the transmission. if it is a jeep grand Cherokee it needs the backup switch located on the drvers side of the transmission

Pull straight out, not up towards you, that changes the lights from low beam to high and back, on the handle where you cut your lights on and off. The end cap is actually the switch for the fog lights.
