Obviously, murder is a seriously crime, regardless of the offender's age. The child would have an attorney and likely be tried in Juvenile Court. A child of 9 would likely be sentenced to confinement in a Juvenile Justice Center (JJC) (like a jail) where the child would be detained until at least age 21 years old. The criminal would not be allowed to attend his regular school, see his usual friends, go out of the jail, have a cellphone or games, and would no longer live with his parents and siblings. As a criminal, the child would have few rights, but many, many rules. If rules are broken, the JJC officers would issue punishments and take away privileges. During the time at JJC, the child-criminal would go to school inside the JJC, and likely have mandatory counseling and possibly be ordered to take medications if needed. In addition, the child-criminal would have to live the rest of his life with the guilt and shame of the crime he committed. Regardless of age, he would still be a murderer. Anyone who knew/knows about the crime would never trust him again, for good reason. Overall... it'd be a very sad and difficult life afterward, not just for the criminal but for his parents, siblings, grandparents, aunts, uncles, cousins, and friends.
Nothing at all.
About age 50, but could happen as early as age 30.
He's in trouble. Being lied to about age can be a mitigating factor and they may go easy on him, especially if she looks like she could be 18. But, the truth is, if you talk to a girl for a few minutes, it is pretty hard not to figure out that she's four years younger.
