HPV and Genital warts are the same virus. HPV that causes Cervical cancer doesn't typically have anything to do with genital warts. The HPV strands that cause genital warts are harmless, although very contagious and obviously cause warts. I'd like to point out that most women have normal lumps and bumps down there. Get checked out, but don't panic. It would depend on what the bumps look like and where they are. It is possible to show symptoms of something and have your boyfriend still "have" it but not be showing symptoms. It may be nothing more than little hair follicles or skin tags, but anything on your genitals should certainly be checked out, if not for the sake of your peace of mind. It might be genital warts. If you have bumps around your vaginal area going to a doctor would be the best things to do. It could be one of a few things, non of which would be pleasant.

Shave the hair in one direction. Do not shave against the direction of hair growth. When you get bump use a solution such a bump stopper to dry up the bumps. Be very careful so that the solution don't get into your vagina. That will be very unpleasant. If you cannot get bump stopper solution use rubbing alcohol. remove the ingrowing hair from the bump with a pin. Again be careful you do not want to cause damage to your vagina. This routine will have to be repeated as long as you continue shaving as there is no known cure for hair bumps especially on the vagina. Good luck
It can be a few things. One it could be that he generally doesnt care. Another could be that he does not notice what he is doing and does not mean to.

Small red bumps on the skin could be signs of rashes or measles. It could also be a precursor to acne problems.
Has he had a fever? It could be strep throat, or another type of bacterial infection.
It doesnt mean anything. It could mean that your boyfriend is dead and he is trying to tell you to take that ring off and find someone else... maybe idk :)
