No they use a different system for the Television and the games must be designed to allow them to work with the countries Television systems
Go to Radioshack (in America) or some Tech store anywhere and ask if they could chip your PS3. If they don't understand, ask them to make your PS3 be able to play other PS3 games from other countries. This proses is called chipping!!! Good Luck Finding A Tech Store!!!
