Well, i guess it depends on how you look at it. Most of the time it depends on how far away the country is from the equator. but look at japan for instance, it is almost the same distance from the equator is say florida(in USA) yet. Japan is almost 3degrees hotter on average. This is because Japan puts off more Co2 then Florida and the lower parts of the USA. Making Japan warmer. :) easy.
