Shotoku is a Yamato prince who took charge of Japan on behalf of his aunt, empress Suiko, and his goal was to create a strong government modeled after China. To achieve his goal, he created a constitution that gave all power to the emperor and he also created a bureaucracy. The emperor appointed all government positions and the constitution listed rules (based on the ideas of Confucius) for working in the government. Shotoku sent officials to study the Chinese government and they learned about Buddhism, art, medicine, and philosophy.
