Relations between the US and Germany were very strained as a result of the German policy of unstrestricted submarine warfare. In 1916 an attack on the Sussex resulted in Germany giving a solemn pledge not to attack pssanger vessels. However, a year later, Germany revoked this pledge. There was also the Zimmermann telegram.
Germany would attack ships (with U-Boats) from America that they thought were carrying supplies for other countries against them. Germany then attacked even U.S. passenger ships which lead to the Sussex Pledge, but after Germany broke that pledge is when America decided to join with the Allies against Germany.
