Well.. If I interpret the question correctly, then the answer would probably be in Vietnam. Due to the Ho Chi Minh Trail from the Vietnam War going through part of Cambodia, the American's had been bombing the area. Eventually, it led to the desperation of the people to regain organisation in their government, and they looked towards the Khmer Rouge troops and Pol Pot for support and guidance.

There was a civil war between the Native Cambodians and the Khmer Rouge Regime. The Khmer Rouge Regime began in 1975 and ended in 1979. It has been said the Vietnamese army help chase the Khmer Rouge out of Cambodia, however, they wanted to take over Cambodia's land. Also, the U.N also came and help the Native Cambodians out. The Khmer Rouge murdered and killed at least 3 million Cambodians. So, basically, Cambodians came to America because of genocide and war. Many Cambodians that came to America were sponsored by Americans.
