There are no real rules of combat in guerrilla warfare, the Vietcong just went out, hid in the jungle, and killed what they could. The jungle is probably what frustrated the Americans the most, though.

The Vietnamese Communists, or Vietcong, were the military branch of the National Liberation Front (NLF), and were commanded by the Central Office for South Vietnam, which was located near the Cambodian border. For arms, ammunition and special equipment, the Vietcong depended on the Ho Chi Minh trail.
The Viet Cong were recruited and trained by North Vietnamese cadre to help disrupt the democratic government of South Vietnam. They also were told that the United States forces were aggressors, trying to take over Vietnam, and that they had to be stopped so their homeland could be united into one country again.
