If the blind person has written proof that the dog is in fact their working guide dog, then in the US they cannot be refused entry into public places. I am 99% certain that they cannot be refused entry if their partner is allowed entry. Ex. if their owner goes to a movie theater, it's private owned, but if they purchase a ticket to a movie, I'm almost positive their dog has to be admitted, with no extra cost.

There's no such thing. If a country requires visas, then any foreign citizen who wants to enter that country must have a visa. Diplomatic passports are not automatically granted entry privileges without a visa, if that's what you were thinking. Any country may allow entry by nationals of selected other countries without a visa, either because of a treaty or just because they want to. This has nothing to do with what kind of passport they have, and everything to do with what country they're citizens of. For example, I believe that all EU nations allow visa-free entry to citizens of other EU nations.
