The Panama Canal is one famous example of a canal.
France started construction of the canal but they encountered difficulties and diseases such as Yellow Fever and Malaria. The United States took over the project and was a success, but the Panamanians disliked the presence of the United States in their country. Even though the canal created several economic boosts for them, they thought it was colonialism. U.S President Jimmy Carter signed a treaty with Panama to give Panama the canal by 2000. As of today, Panama is the rightful owner of the canal.

Ronald Reagan could argue that Carter lost or gave away the Panama Canal because Carter did give away the Panama Canal. Carter felt that it wasn't on American land.
By giving the Panama Canal back to Panama, the Soviets could have easily used Cuba to conquer and sieze the canal. If the Soviets had control over the canal then they could set up bombing bases in the Pacfic without any conflit of passage.

Roosevelt wanted very much for the US to build a canal across the isthmus of Panama which was controlled by Colombia. Colombia wouldn't allow the canal being built there , so when Panamians revolted form Colombia, , Roosevelt was quick to give them US support.
