First things first, most rockets with solid pyrotechnic fuel do not use actual gunpowder, otherwise they would just blow up on the launch pad, they use a slightly different mixture of chemicals that burn (comparatively) slowly, enough to create enough force to propel the rocket forward but not to create an explosion. But for the most part solid fuel rocket engines have a higher power to weight ratio than just your average water rocket. bottle rockets (fireworks) use gunpowder

Answer The British established a Rocket battalion during the Napoleonic Wars in early 1800's. They were used at the Battle of Waterloo in 1815. They were also used by the British in the War of 1812 against America---thus the national anthem's line that says "in rocket's red glare". I don't know if this was the first use of rockets.
