Parts of a country which lie above the Northern Polar Circle will, at the time of Northern Solstice experience a 24 hour period of sun. The sun never sets at this particular day. Typically occurs between June 20th and June 22nd. Some examples are Norway, Sweden and Canada.
The same is true for the parts of countries that lie below the Southern Polar Circle when the corresponding Southern Solstice occurs. Typically occurs between December 20th - December 23rd. Some examples are Antarctica, Australia and South Africa.
Note, however that only at the two Poles, there will be absolutely no night. In the other mentioned examples, nighttime will come, but it will never get completely dark. A sort of 'early dusk-period' is simply extended, and one may even trace the sun round the horizon.
Depends on which country you're talking about

The country without information and technology would not function properly as there would be no cooperation between the other countries and with the public of the country itself. Always there would be war between the other countries and always the country without information and technology would loose. There would be no entertainment to the public of the country as there would be no television, no one could get out of their houses at night because there is no streetlight and no member of the country would not know about their current affair of their country. So if the country has no technology and information then the country wouldn't survive in this world.
