Traveling thru some of Scotland, I found that there are many courses, in fact I tell people that there is one in each town. Even coming unannounced, I found their hospitality to be very accommodating.

Basically it is because the R&A have deemed there is no courses which are of the required standard to host the championship. It's the same with Northern Ireland. Currently there are only courses from England and Scotland in the rotation.
