I am a speed demon, and happen to live in West Virginia. In this state, it's not as much the fines, but the court costs that set you back. Avg speeding ticket would be under $200, but majority of costs go to the court.
The court is listed on the speeding ticket. If you have questions about the procedure, contact the clerk of court. It'd be an appeals court.

Yes, any ticket can be reduced without a lawyer. You have to go to the court date for your hearing. Be there early and if you show up there and the cops doesn't, many judges reduce the charge or if you plead your case honestly, logically and respectfully you can get a speeding ticket reduction as well.

I assume that this is a South Carolina speeding ticket in Oconee county. You can pay your ticket by mail. The address of the court is in the middle of the ticket. Usually it is a Summary county court or it could be a city court. You have to pay by money order, they will not accept a check for a South Carolina speeding ticket. If the fine is more than the minimum of 81.00 you may want to consider retaining a South Carolina traffic attorney to get the ticket reduced.
