This happens all the time, but sometimes we pass through larger amounts of dust and dirt and we get an increase in the amount of meteors and we call it a meteor shower. Often it is because we are passing through the remains of a dust trail of a comet.
Technically, once a meteor reachest the surface, it is no longer a mateor but a meteorite. In very large impacts, the impacting object can be vaporized by the heat generate. Smaller objects may be shattered by the force of impact or buried as the side of the crater collapse. Additionaly, to the untrained eye, a meteorite can be hard to distinguish from an ordinary rock.
I think you are mistaking "meteor blast", for meteor mash, or Draco meteor. Arceus can't learn meteor mash, but can learn Draco meteor by leveling it while it's holding the Draco plate.
