California and Texas are rich in natural resources.
Biofuels can grow in many countries around the world. Brazil makes biofuel from sugarcane. Europe uses biofuel made from palm oil (though it would be grown elsewhere). The United States uses ethanol made from heavily processed corn. Anywhere crops can be grown, they can be grown for biofuel.
Most of the crops grown on the planet are consumed by livestock, as animal agriculture requires a significant amount of feed crops such as corn and soybeans. Additionally, a substantial portion of crops is used for human food, including grains, fruits, and vegetables. Other uses include biofuels and industrial products. Overall, a large percentage of agricultural output is directed towards feeding animals rather than direct human consumption.
Non-organic farming, usually called conventional farming. uses synthetic pesticides and fertilizers. Unlike organic farming, GMO crops can be grown. About 95% of US crops are produced using conventional farming techniques.
The equipment a farm uses is dependent on the type of crop being grown. Most farms use tractors, machines to plant seeds, irrigate the crops, harvest the crops, and till (turnover) the ground.
Example is that much of the corn grown in the US is grown as the only crop grown on a piece of land year after year. There is no crop rotation with other crops, so the land becomes depleted of nutrients that corn uses, and more dependent on fertilization, more dense, and lacking of forms of life.

California uses the most amount of water for irrigation in the United States. This is due to its large agricultural industry that produces a variety of crops requiring significant amounts of water.
