Native grasses that are meant to be grazed by herbivores, both wild and domesticated. In the Rocky Mountains, the very top of the mountains don't have enough soil to grow lots of grass. Only the little patches of soil available is used by the tougher grasses and forbs (and a couple tough evergreens) that can establish themselves in these awkward crevices and ledges.

Crops do not grow in mountains, especially the really cold ones. They do not thrive in cold climates. Also, the soil is rocky and hard, and there is not much rain. Snow is not very good for plants, either. Grain is grown in the northern states, but not in the mountains.
