Engine is running rich
Toyota's website lists the mileage for the Highlander Hybrid at 20 mpg city/ 27 mpg highway for the V6 hybrid engine. The Highlander is also offered in regular V6 engine and 4 cylinder models.
The EPA says 27, Toyota says 29, I get 27 in my 2006 Corolla
On the Intake side of the engine machine area Just above the Pan/Sump rail, behind the engine mount Bracket, the bottom number is engine Number, top number starts with engine type ie 20 or 25 or 27 for b20 b25 or b27

I believe that the 4 cylinder Camry is rated at 21 cty/27 hwy. I have one and I have observed as low as 22.9 mpg and as high as 35.8 mpg. I probably average 30mpg.
