Every day some oil gets into the ocean. Nearly every car will leak some of it's oil. You drive down the road and it drips oil. You drive across a bridge and it leaks oil. When it rains all of that oil is washed overboard where a lot of it ends up in the ocean.
A boat engine also leaks some oil. The difference is that the hull of the boat catches the oil so the oil does not show up in the water until the bilge pump comes on. Then you get fined by the Coast Guard. Where as all the cars get off Scott free.

The current oil spill in the Gulf of Mexico is from an oil well under 5,000 of water.
Try using a tube puller to seal the leak.
It causes the oil to cover a huge part of the ocean/sea, and kills a lot of marine animals.
The 'Deepwater Horizon' oil spill occured on 20th April 2010. Was the biggest spill to date.
Clearly it means, "No more profits or monies to be gained by the Oil or Gas well", or B.P. would have shut the oil well down instead of letting it leak almost 2 Million Gallons of Oil to Leak into the Ocean.
They have tried verious caps and domes to cover the leak. They have only stopped some of the oil from leaking out. This problem will not be solved with easy answers. BP doesn't know how to fix a leak this far down under the ocean.
