Yes, Daylight Saving Time was in effect in Michigan on October 24, 1953. This date fell within the period when Daylight Saving Time was observed in the United States during that year.
The daylight savings time for the year 2013 has already started and it was on March 10, 2013. The time in which daylight savings time will end is on November 3, 2013 at 2:00 AM.
Some parts of Mexico observe daylight savings time; some don't. I suggest the Date and Time web site for specifics. In general terms however, Mexico's daylight saving time starts on the first Sunday of April and ends on the last Sunday of October.
