CST is UTC - 6 hours, the time in North Korea is UTC + 8.5 hours, and the time in South Korea is UTC + 9 hours. So North Korea is 14.5 hours ahead of CST, and South Korea is 15 hours ahead.

12 PM CST on Sunday = 2:30 AM KPT on Monday (in N. Korea) = 3 AM KRT on Monday (in S. Korea)
