No, you don't have to pre-order the Ipad if you do not want to. You can just wait until they are in stores and go buy one, but if you want to be one of the first persons to get an Ipad delivered to your door the day they are on sale then yes you should pre-order it because i really doubt you can just go to Apple on that day and find out. There will be huge lines that day. Possibly for a few days after the store will be really jam packed with people trying to get their hands on an Ipad before others as well.
It is very hard to say when the iPad will go on sale. A good time to check for lower prices is when there is a new model coming out. Often times retailers will discount older products to make room for newer or updated versions.
Of course, Apple has the Ipad for sale, but sometimes you can find them cheaper at retail stores, such as Best Buy. You ask for a 64 GB one, and they will have it.
