The 4th of July 2009 was a Saturday.
Yes, July 3rd is a public holiday in the state of California even when it doesn't fall on a Friday. July 3rd is Emancipation Day.
Nixon was the President when all federal holiday but July 4 were moved to Monday The actual legal name of the federal holiday that used to fall on Feb. 22 is still Washington's Birthday. Presidents' Day was largely created by commercial retail stores. Some states have a state holiday called "Presidents' Day", but most do not.
The United States has no "national holidays". Congress can only designate holidays for federal facilities. If you consider that Christmas is December 25 and New Year is January 1, the only times you will have a federal holiday between the two (from Dec 26 through Dec 31) will be when Christmas and New Year fall on the weekend. For example, in 2016, Christmas was on Sunday so the Federal Holiday was observed on December 26. When New Year falls on a Saturday, the Federal Holiday would be observed on Friday, December 31. When the two holidays fall on a weekday, that day is the federal holiday, so there is no federal holiday between the two in those instances.

The Federal Holiday is observed on the following Monday. Veterans Day is always the 11th of November in the US and Canada. There was an attempt to change it to the 4th Monday, but that failed due to the historical significance of the 11th.
The last three times that July 24 fell on a Friday were in 1992, 1998 and 2009.

All of them except for Christmas, Easter, 4th of July, New Years.
