Winter break starts in two more weeks. The day we go back to school is January the 5th, 2009. Most schools have the 23rd a half day and every day after that off until Jan. 5, 2009.
My school (elementary) has its last day on 17th december.
The Winter sale at Harrods start on Saturday, December 26th at 10:00am. Which is the day after Christmas but not the first day of Winter. They follow the sale on the day of boxing. They are known for starting the sales later in the month of December vs. other stores.
The general consensus says "spring break" does not need to be capitalized so the same rules apply to "winter break": it needs no capitalization. Remember, seasons are not capitalized unless they come at the beginning of a sentence. Holidays and months, on the other hand, are considered proper nouns and take a capitalization. "Winter break" is neither a month nor holiday. If "break" were used with a proper noun such as a holiday or month only the proper noun would need capitalization (Christmas break, December break, etc.).
Winter breaks (if schools / companies / etc choose to participate and allow them) do not have a set date, and ultimately depend on the decision of the group running the break. As a broad answer, Winter Break 2009 will occur in 2009, most likely during the December timeframe, and possibily leading into January or February. A few colleges may have winter break during the week before or after President's day weekend. For 2009, this is from February 9th through February 13th, or February 16th through February 20th.
December is mostly in the Fall but in late December, it changes into Winter. The first day of meteorologic Winter is December 1 but Winter doesn't officially start til Dec. 21 (2012).

Actually 20th or 21st June is Winter Solstice, the official start of winter is 1st June. The last day of Winter is 31st August.
Winter break can be capitalized, or lower case. If, on a calendar, you are writing winter break, then you would put "Winter Break". On anything else, it could be "winter break", "Winter break", or "Winter Break".
